Sri Lanka: Finance Manager, Sri Lankan National

The Opportunity

Plan International seeks a Senior Finance Manager for the anticipated USAID Social Cohesion and Reconciliation project in Sri Lanka. The Senior Finance Manger will be responsible for overseeing all aspects of financial management ,including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both the prime recipient and any sub awards.

The Purpose of Social Cohesion and Reconciliation program is to strengthen Sri Lankan-led efforts to build a more inclusive, cooperative, and resilient society to promote longer term reconciliation and peace in Sri Lanka. The activity is in line with the USAID initiative to Support the Sri Lankan Reform Agenda (SSLRA)

If awarded, this position would start in March 2018.

Responsibilities

· Maintains a working knowledge of project budgets and expenditure, and set up and implement appropriate systems for project financials.

· Advise on work planning as related to project financials and oversee the creation of procurement plans, financial pipelines and project burn rates

· Oversee program's grants program and capacity development of subgrantees to ensure compliance with donor and organizational policies and procedures

· Facilitate internal and external audits to ensure compliance with donor and organization's policies and procedures

· Ensures compliance in reporting to USAID, Plan International, Plan US National Office (USNO) and government counterparts.

· Oversee the preparation of routine and adhoc financial reports and prepare financial reports to donors as per contractual obligations

· Directly manage finance and procurement team and provide trainings on compliance and procedures

Key Qualifications and Skills

In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:

· Possess at least a master’s degree in Business, Accounting, Finance or related fields relevant to the responsibilities of the role.

· At least seven years of experience in financial management for large complex projects, of which at least five years were working in the field of international development.

· Experience managing providing financial or administrative support to USAID-funded programs in Sri Lanka or South Asia region

· Demonstrated knowledge of USAID project management, including USAID rules, regulations, and reporting requirements.

· Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.

· Excellent command of English, with strong verbal and written communication skills

· Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
