Org. Setting and Reporting
This position is located in the Office of the Executive Secretary. The Programme Management Officer reports to the Chief of the Office of the Executive Secretary.
Responsibilities
- Provides substantive support to the Executive Secretary (ES) and Chief of Office in the coordination, management and implementation of the programme of work, thematic priorities of the Office of the Executive Secretary.
- Ensures continuous liaison and collaboration with the thematic divisions and assisting in developing the action plan, monitoring and schedules, inter-divisional work through working groups, multi-thematic projects and joint publications with emphasis on the 2030 Agenda for Sustainable Development and the SDGs; identifies problems and issues to be addressed, initiates corrective actions; and ensures follow-up actions.
- Coordinates or supports research activities on development, including through reviews and analysis of relevant documents and reports on issues and trends related to global and regional development., preparation of evaluations or other research activities and studies,
- Organizes and prepares and reviews written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, policy notes, presentations and speeches or other research activities, etc.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Participates in, complex field missions, including provision of guidance to external consultants, assistants and other parties and drafting mission summaries, etc.; ensures preparatory work and follow-up of selected meetings and official missions of the ES, including supporting the design of their agenda, compilation of background material and talking-points, dissemination of relevant information and follow-up to commitments;
- Support the monitoring of global and regional events for matters with implications for the strategic position of the Commission and follow-up in consultation with the ES and Chief of Office and coordinates with the Chief of Office the liaison with Departments at HQs, other Regional Commissions and Funds, Programmes and Specialized organizations as well as other partner institutions;
- Coordinates activities related to programme and project preparation and submissions, progress reports, financial statements, etc. and prepares related documents/reports ( work programme, budget, etc.). provides follow-up on the management and allocation resources and on partnerships to enhance efficiency in the delivery of the programme of work.
- Organizes training seminars for regional and national experts on issues related to development in the framework of the 2030 Agenda for Sustainable Development and the sustainable development goals (SDGs)

Education
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, administration or related area.
- Experience working in the Latin America and Caribbean region is required.
- Experience in programme / project management in the context of development operations is required.
- Experience in policy analysis and strategic planning on issues related with development is desirable.
- Experience in the provision of strategic advice to a senior manager is desirable.
- Experience working in the front office of an international organization, such as the United Nations, is desirable.
Languages
Fluency in Spanish and English is required.
