B. Project Description

With the peace process in Afghanistan, it can open new avenues for Pakistan connecting the region and bringing in huge economic prosperity in terms of increased trade & cooperation. As the development efforts take longer to be initiated, the United Nations Country Team (UNCT) in Pakistan will assist the Government of Pakistan (GoP) to plan for it in order to benefit from the opportunities created by the political changes in Afghanistan, mitigate risks of those changes and contribute to the peace process.

UN can work towards planning for it in close coordination with UN in Afghanistan and Central Asian Republics to utilize the rare window of opportunity for economic growth.

By coordinating UN programming in Pakistan with UN in Afghanistan and Central Asian Republics (CARs), UN can help the member countries capitalize on opportunities for sustainable development and peace in line with UN Executive Committee (EC) decision 2020/20.

RCO requires AfPak Liaison and Coordination Specialist consultant to be based in Islamabad conduct mapping of the activities related to the economic opportunities arising out of peace process in Afghanistan, proactive planning to utilize the opportunities for sustainable development in Pakistan; promote and institutionalize the linkages between UN Pakistan, Afghanistan and the Central Asia.

C. Scope of Work

Aim of this initiative is derived from the UN charter:

  • To contribute to international peace and security
  • To contribute to solving international problems of an economic, social, cultural, or humanitarian character
  • To be a centre for harmonizing the actions of nations in the attainment of these common ends.

Under the overall supervision of the resident coordinator (RC) and UNCT in Pakistan, the consultant will identify the economic opportunities arising out of peace process in Afghanistan, proactive planning to utilize the opportunities for sustainable development in Pakistan; promote and institutionalize the linkages between UN Pakistan, Afghanistan and the Central Asia. The consultant will provide strategic advice to the UN Resident Coordinator & UNCT on how to take forward the socio-economic as well as the political side of peacebuilding efforts and provide recommendations for strategic initiatives and programming. S/he will also facilitate coordination with UNCTs in Afghanistan and CARs.

Summary of key functions

Under the overall guidance of the Head of RCO, the consultant will be responsible for providing coordination support to the UN country team with specific duties and responsibilities which will include:

  • Connect relevant UN programmatic interventions within Pakistan.
  • Connect UN in Pakistan with UNAMA in Afghanistan and UNCTs in CARs
  • Lead on situational analysis and identify programmatic interventions and priorities of different stakeholders including Govts, UN, donors, IFIs et al. within Pakistan and the region, that will support peace and prosperity in the region.
  • Provide effective reporting to Resident Coordinator & UNCT on existing and new socio-economic and political developments with a view to identifying appropriate opportunities in the region for the UN system in Pakistan
  • Facilitate regular liaison and establishment of a regional coordination mechanism and development of a workplan for proposed interventions
  • Provide strategic and analytical support to the RC and UNCT in their engagements with internal and external stakeholders to establish a common approach and effective common messaging on the thematic areas associated with the subject
  • Any other tasks as assigned by RC/UNCT
