The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide.

Two positions are available. These positions are located in the Network Support Unit (NSU) of the Infrastructure Operations Section (IOS) within the Service for Geospatial, Information and Telecommunication Technology (SGITT) at the United Nations Global Service Centre (UNGSC) in Brindisi, Italy.

The incumbents will report to the Chief of Network Support Unit or other designated officer.

Responsibilities

Within delegated authority, the Telecommunications Technical Assistants will be responsible for the following duties:

Provide Field Missions, HQ, OAH and DPA Technical Support (Tier 2):
• Assists with the commissioning of new satellite digital circuits, by recording and processing Mission requests in the management database. Registers the earth station with the selected satellite provider, produces equipment configuration documentation for users and assists during satellite capacity provider testing and circuit line up.
• Remotely troubleshoots hardware and software problems, interference, system failures or service interruptions. Assesses possible causes based on information provided by the field technicians, results provided by monitoring tools and application of technical knowledge and expertise.
• Coordinates with Missions and the Network Support Unit on the steps for service restoration any change or link failures by following standard operating procedures and escalates unresolved technical or administrative issues through UNGSC Satellite Management for further action.
• Provides training to first line support technicians of Network Control Center and new staff, on the use of satellite equipment and monitoring tools. Performs standby duty by provision of technical support for UN Centralized Teleport for unforeseen local / global events.
Provide Specialized Technical support:
• Coordinates new carriers; commissioning, decommissioning and changing by verifying multiple parameters and complex configuration for critical satellite equipment. Compiles and submits transmission plans to selected satellite provider for approval. Strictly adheres to authorized standard operational procedures until closure of all technical stages.
• Manages leased satellite bandwidth by allocating resources based on Mission requirements/budgets and power/bandwidth constraints resulting from link budget analysis, ensuring compliance with international standards and optimizing transponder usage to allow expansion of existing services.
• Monitors and tests the daily electronic operations of UN digital radio communications equipment (TETRA), including the quality of transmission facilities and affect corrections as required
• Performs maintenance and minor repairs on digital radio communications equipment (TETRA)
Assist with Satellite Global Communications activities:
• Installs, configures, tests, operates and maintains satellite communication equipment, monitoring tools and related infrastructure, according to system manuals, international standards and industries best practices.
• Monitors satellite earth station performance by analyzing measurement instruments and network supervisory tools, applying corrections when needed and producing reports including detailed reports of outages for mission focal points, service management, and UNHQ by collecting, analyzing and elaborating monitoring tools data.
• Maintains equipment inventory by updating asset managers on equipment movements, updating system configuration documentation and calculating equipment requirements, ensuring that operational needs of the earth stations are met and contingency backups are available.
• Provides documentation and assistance to support the procurement activities by producing technical specification for satellite communication solutions, based on an analysis of discrepancies, deficiencies and changes to equipment and standards, answering questions from vendors and performing technical evaluation of bids.
• Inspects satellite equipment upon arrival when requested by R&I, by evaluating conformity to purchase documentation.
Ensure Compliance to International Standards (ISO 27001 and ISO 20000) teleport certification:
• Reviews and maintains updated Acuity Stream Risk Management tool by defining main Satellite Engineering Services components and assets, project activities and assessing Satellite Engineering Services controls and risk metrics.
• Acts as focal point in auditing exercises by providing information to auditors about processes and workflows and attends regular meetings with other project stakeholders and UNGSC counterparts to follow up on project progress.
• Coordinates and promotes activities to identify and correct information security threats by compiling and maintaining information aligned with ISO standards, all relevant Satellite Engineering Services documentation, such as Teleport monthly availability reports, system engineering diagrams, maintenance plans and reports, Standard Operating Procedures (SOP) and Work Instructions (WIN), Disaster Recovery Plan, Operating and Service Level Agreements (OLAs and SLAs), etc.
• Performs other related duties as required

Education

High school diploma or equivalent is required.

Job - Specific Qualification

ITIL4 Foundation certification is desirable.

Prince2 Foundation certification is desirable.

Certificate of configuration and administration of DIMETRA X Core D9.1 is desirable.

Certificate of MSO Recovery and Restoration of DIMETRA X Core D9.1 is desirable.

Work Experience

A minimum of seven (7) years of experience in the field of satellite telecommunications is required.

Experience in the implementation of connectivity/communication services to multiple, geographically dispersed clients is desirable.

Experience in asset management in a SAP environment is desirable.

Experience in supporting Digital Radio Switching (TETRA) is desirable.

Experience dealing with external providers and vendors to coordinate provision of satellite services (such as Intelsat, SES, Ultisat) is desirable.
