Org. Setting and Reporting
The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping and special political missions around the world as well as to other UN Offices, Agencies Funds and Programs.
This position is located in the Delivery and Return Section of the Supply Chain Service at the United Nations Global Service Centre, Brindisi, Italy.
The Property Management Officer is under the general supervision of the Team Lead for Global Material Life Cycle Management.
Responsibilities
Within delegated authority, the Property Management Officer will be responsible for the following duties:
Provide remote support and advice to plan of the property management operations, monitor progress through statistical analysis of database records and monthly progress reports for the team and for the client entities through Service Level Agreement (SLA);
Monitors ongoing operations of the team, the regular support and physical inspections and verification of UN property for the client entities;
Liaises with the stakeholders and partners, including Procurement and Warehouse and Distribution on matter related to Inventory Control, Receiving and Inspection as well as Disposal activities of UN Property for client entities;
Provide remote support and advice for the client entities to plan proper disposal of hazardous waste, of written-off property and of some commodities representing a risk to the environment, in order to avoid any pollution or contamination;
Oversees the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN Property at the mission in conformance with Administrative Instructions, Department of Management Strategy, Policy and Compliance (DMSPC) guidelines and Property Management standard operating procedures;
Ensures proper utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of the client entities’ property management activities;
Monitors the Umoja Inventory Management database, ensuring that anomalies are identified in Discrepancy Reports and addressed immediately;
Oversees the preparation of periodic performance reports in line with the DMSPC quarterly reporting regime, reviews and ensures accuracy of data for the client entities;
Prepares accurate and auditable statistical reports for management in missions and LD /DOS and draft correspondence, as required;
Oversees the compilation and drafting the Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property Management activities within the context of the overall mandate of the team;
Identifies issues and implement solutions to problematic areas related to Property Management.
Oversees the maintenance of the fixed assets register by recording information related to fixed assets, ensures accuracy and integrity of property records for client entities;
Ensures accurate tracking of existing fixed assets, implement and monitor the periodic physical verification process for client entities;
Prepares and verifies periodic IPSAS financial reports on PP&E and Inventory (year-end reports, monthly reports), ensures timely submission as per the DMSPC Guidelines for client entities.
Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
Performs other duties as required.

Education
Advanced University degree (masters or equivalent) in Business Administration, Logistics Management, Supply Chain Management or related field is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Certification in Project/ Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINEC2 Foundation or Practitioner, Project Management certification or practitioner level) or equivalent is desirable.
Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
A minimum of five years of progressively responsible experience in property management, property control, and asset management is required.
Experience in support services and logistics/supply management is desirable.
Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
Experience in negotiation of Service Level Agreement (SLA) or Memorandum of Understanding (MOU) with client entities is desirable.
Experience with ERP (Enterprise Resource Planning), e.g. SAP or other ERP system, (in the areas of property management, material master, inventory control, or logistics processes is desirable.
Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
