he United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide.

This position is located in the Analytics and Location Intelligence Unit (ALIU) of the Client Solutions Delivery Section (CSDS) within the Service for Geospatial, Information and Telecommunication Technologies (SGITT) at the UNGSC, Valencia, Spain.

The incumbent will report to the Chief CSDS or other designated officer.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following:

• Leads and manages teams to deliver services for geospatial analytics, groundwater, geo-resistivity and ground penetrating radar field survey, geo-intelligence, and environment analytics.
• Coordinates the timely preparation, maintenance and provision of geospatial information and maps in support of the mission's operations; Oversees the collection, processing, evaluation and dissemination of geospatial data; Supervises geospatial/terrain analysis studies and prediction of the effects of terrain, weather and situation on the mission's operations; Monitors and ensures quality assurance/quality control (QA/QC) procedures on all products generated and disseminated by the Section, including geospatial data and maps.
• Provides substantive support to the Chief, Geospatial Information Officer, in the strategic planning, implementation and management of all geospatial information-related matters following the ITIL Framework; Assists the Chief in managing the Section and provides policy support, proposals and options on programmatic/administrative tasks including preparation of budgets, reporting on budget/programme performance, preparation of inputs for results-based budgeting and staff recruitment.
• Coordinates with counterparts in other offices of the mission, UN agencies, Non- Governmental Organizations (NGOs) and the host nation on collection and sharing of geospatial data; Undertakes the timely exchange of geospatial information between the mission and the GIS Section of the Department of Operational Support; Undertakes day-to-day geospatial operation matters between the missions and the Client Solutions Delivery Section of the UN Global Service Centre (UNGSC).
• Develops and conducts geospatial information and geospatial analytics training and education programmes for mission staff; Participates in mission start-up and other field work as required; Manages task force team and projects within the Prince2 framework and DevOps methodologies.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Performs other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in geospatial information science, cartography, geography or other disciplines that involve geospatial information-related programmes. A first-level university degree in combination with an additional two (2) years qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Certification in ITIL Foundation is desirable.

Certification in Prince2 Foundation is desirable.

Certification in DevOps is desirable.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible professional experience in the field of geospatial information (e.g. geospatial information applications, geospatial database management, geospatial/terrain analysis, cartography and mapping, image processing, GPS and surveying) or related fields is required.

Experience in the use of geographic information systems (GIS) software and geospatial modelling, geospatial analytics, geo-intelligence, damage and impact assessment is required.

Experience with spatial database and software systems such as ArcSDE or ArcGIS Server, ArcGIS Pro, ArcGIS Spatial Analyst, and ArcGIS Image Analyst, Erdas Imagine or Envi is required.

Experience in field operations such as UN peacekeeping or humanitarian operations is desirable.

Experience with geospatial information applications such as IPB (Intelligence Preparation of the Battlefield), groundwater service, ground penetrating radar, leveraging Internet of Things or Geo Artificial Intelligence is desirable.

Experience in development of web mapping applications is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
