The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping and special political missions around the world. This position is located in the Digital Solutions Support Unit (DSSU) within the Office of the Chief of Service for Geospatial, Information and Telecommunications Technologies Service (SGITT) at the United Nations Global Service Centre in Brindisi, Italy. The incumbent will work under the supervision of the Chief DSSU or of the Senior Information Systems Assistant. Responsibilities Within delegated authority, the Telecommunications Assistant will be responsible for the following duties: • Manages Campus Network Infrastructure (wired and wireless) and Cybersecurity, maintaining high level of performance and reliability • Integrates Network Authentication with Cloud Active Directory accounts. • Manages the Mobile communications service. • Supervises assigned personnel in the Team and coordinates their activities to ensure that all tasks are completed accurately and in a timely manner. • Ensures that guidelines for Telephone Control, Procedures and Accountability are fully complied with as described in the various Administrative and or Information Circulars sent to all staff members by the Administration. • Coordinates with ICT Technical Teams in order to improve/automate the handling of the mobile, VOIP telephony applications and cyber security operations. • Oversees issues/return/handover of SIM cards for all service providers (Mobile phone companies and satellite-based telephone companies) and ensures that inventory records are accurately maintained. • Prepares recurring reports on telephone accounts, noting problems resulting from excess expenditure. • Calculates and compiles cost estimates and projected budget requirements and assists in preparation of budget and audit reports. • Prepares and delivers statements of e-telephony accounts both internal and external service providers for appropriate action. • Liaises with officials from service providers, UN agencies, Funds and Program staff members in connection with telephony-related matters ensuring they are in compliance with standing instructions and procedures to avoid abuse of the telephony system. • Prepares business-related memoranda and facsimile correspondence in response to queries from Telephone Service Provider companies, Internet providers and staff members. • Assesses and evaluates costs of all services received, and provides reports as required, on cost trends and variations in the billing of all services being utilized. • Addresses complaints, anomalies, queries and clarifications on the e-billing procedures and structures in an efficient, effective and polite manner. • Ensures that clear and accurate records of all telephony accounts, documentation and invoices are maintained. • Maintains electronic records of all expenditures for commercial communications of UNGSC and provides ICT budget officer with this information on a regular basis. • Maintains comprehensive filing system of invoices, statements and correspondence for all telephony systems, including issue and return vouchers for mobile and satellite SIM cards. • Ensures that all telephone e-billing documents are scanned and electronically stored before being archived. • Assumes responsibility for the stock of all satellite and mobile phones purchased for UNGSC. • Monitors the physical inventory of stocked items on a regular basis to ensure accuracy of records and location of property and replenishment. • Issues ICT equipment and enters the records in the asset control system. • Manages and maintains a comprehensive electronic database of expendable and nonexpendable ICT items using the relevant UN SAP/ERP modules • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. • Performs other duties as assigned.

Job Specific Qualifications

ITIL4 Foundation certification is desirable.

Certification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 Foundation level or equivalent) is desirable.

Microsoft Azure Administrator Associate is desirable.

Cisco CCNA CyberOps is desirable.

Cisco CCNP Enterprise is desirable.

Work Experience

A minimum of seven (7) years of experience in telecommunications networks is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.

Experience in Authentication, Authorization and Accounting of network access based on Cloud Active directory Accounts is desirable.

Experience in Network Cybersecurity Operations and mitigation of network threats is desirable.
